Project Location:

US Route 7:  Beginning at a point in Rutland City on US 7 at MM 0.000 (near Cold River Road) and extending northerly for a distance of approximately 2.812 miles and ending at a point in Rutland City on US Route 7 at MM 2.812 (near Lincoln Ave).

US Route 4 (Woodstock Ave):  Also, beginning at a point in Rutland City on US Route 4 at MM 0.000 (US Route 7 & US Route 4 Intersection) and extending easterly for a distance of approximately 1.245 miles and ending at a point in Rutland City on US Route 4 at MM 1.955 (at the intersection with Gleason Road).

US Business Route 4 (West Street, Merchants Row, State Street & Columbia Ave):  Also, beginning at a point in Rutland City on US Business Route 4 at MM 0.000 (near the Evergreen Cemetery) and extending easterly for a distance of approximately 1.955 miles and ending at a point in Rutland City on US Business Route 4 MM 1.955.  *Please refer to map for further clarification.

The entire project represents approximately 6 miles within the Rutland City Class I Town Highway Limits.

Project Scope: 

The primary objective of this project is to resurface the existing highway.  This entails course milling, paving a leveling and wearing course, pavement markings, traffic signs, drainage rehabilitation, traffic signal upgrades, railroad crossing upgrades and other highway related items.  The majority of this work will be performed during night time hours. 

Other Major Scope Items

At-Grade Rail Crossing Reconstruction:  This work is located on US Route 7 near the intersection of Park Street.  This entails reconstructing the existing rail crossing, new cross ties, new rail crossing panels new subgrade/subbase, installation of underdrain and improvements to rail crossing signal system. 

Roadway Reconfiguration (N. Main Street & Woodstock Ave):  The project also includes reconfiguring US Route 7 north of the US Route 4 intersection (N. Main Street) and all US Route 4 (Woodstock Ave) within the project limits.  The primary method to reconfiguration these highway segments is with the final pavement markings, signage and minor modifications to the existing signal system network.  The purpose of these proposed changes is to provide an increased level of safety by reducing various conflict points (left turnings, weaving traffic, sight distance, etc.).  This reconfiguration also allows for the two corridors to provide opportunities other modes of traffic.  https://highways.dot.gov/safety/other/road-diets

Project Timeline:

The project will begin construction during spring months of 2024.  The project will temporarily stop construction during the fall months of 2024.  The project will resume construction in the spring months of 2025 and will end in the late summer months of 2025.
